Self-serve partners can have up to 4 active deals per outlet by default. Your partner-specific configuration may use a different limit, so the Merchant Dashboard is the source of truth.
Deals belong to the outlet they are attached to. One outlet's deals cannot be redeemed at another outlet.
If you manage multiple outlets, use the same Merchant Dashboard account to manage each outlet separately.
